Can the Calais OWL ontology be extended to indicate which Properties are required (will always be present) or optional (may be missing for some instances) in the RDF? I suppose the minCardinality feature of OWL would be used for this.

First, I'm happy to see that our ontology is useful to our users.

In OWL unless cardinality is specified explicitly a property may or may not be associated with instances of a class. You are right that there are cases where we could specify cardinality more accurately. In 4.3 it was the first time we published an OWL ontology (we published RDFS in previous releases) and so we'll surely enhance our ontology in the future.
