I live in the state of Victoria in Australia and have noticed that even with fairly extensive text that should allow OpenCalais to work out that this is Victoria, Australia, it almost always get treated as Victoria,Seychelles.
 The following example text gives an example:

CONSTRUCTION STARTED ON PIPELINE TO SECURE MELBOURNE'S WINTER GAS SUPPLY
A significant upgrade to Victoria’s gas transmission system has begun this week, with the start of construction on the Brooklyn to Lara gas pipeline, Minister for Energy and Resources Peter Batchelor announced today.
“Construction on the Brooklyn to Lara pipeline is now underway, with completion expected before next winter, which will help to ensure Melbourne’s demand for gas is met, especially during winter peak times,” Minister Batchelor said.
“The estimated $70 million project is being undertaken by the APA Group, one of the largest gas transmission and energy companies in Australia and up to 150 workers will be involved in the construction work.
“The 58 kilometre gas pipeline will aid gas flow from Port Campbell’s processing plants to Melbourne and will include a ‘line pack’ facility, which allows gas to be stored in the pipeline for times when high demand is expected.
“The pipeline will also enable the gas to flow to the underground gas storage facilities during the non-peak summer periods.
“This project is another example of the Brumby Government actively working with industry to ensure Victoria’s future energy needs are met.
“Victoria now has gas sourced from the Gippsland, Bass and Otway Basins. This range of sources, plus pipeline links to NSW, SA and Tasmania provide an unprecedented level of gas security.

Australia Day has many meanings and many associations. For some, it's the day they take a huge step and become Australian citizens. All of us who have attended citizenship ceremonies will cherish and long remember the emotion, pride and sense of achievement that marks these special events. Those of us lucky enough to be born here join in the Affirmation, which is part of most citizenship ceremonies, with a renewed sense of belonging and affection.

For many, it's a great day to do what we love to do – go to the beach and enjoy the surf, picnic and the games with the kids. We love to invite family and friends round for a barbecue, to share stories, enjoy the last of the summer holiday mood and chat about our dreams and aspirations for the year ahead. We love to kick a ball, wield a bat and argue about the finer points of the game. We love to go to concerts and special events and watch the fireworks.

I believe Australia Day should be a day that fills us with inspiration, imagination and enthusiasm. It's a day when we have the opportunity to do some new things, that will possibly change our lives. Talk to someone you don't know about their life, challenges and achievements. Take a small step to make a big difference – by volunteering or giving or supporting. This great country and this great State of Victoria belong to all of us. They are ours to grow and build. Our actions will shape the legacy we leave for our children and grandchildren. It's a great responsibility, a wonderful privilege and a powerful incentive to do the best we possibly can.
