SocialTag importance

Hi,
Are there only two possible values for the 'importance attribute' of a social tag (1 and 2)? I analyzed about a two hundred contet files using OpenCalais webservice (simple xml output) and found only two distinct values for importnace. If there really are only two values, isn't that somewhat insufficient?
I went through the documentation for Social Tags on the web site. What I gathered is that the values 1 and 2 apply only for social tags which are also topics. So I assumed that there could be social tags that are not topics and hence I was expecting more possible values for the 'importance' attribute.
The reason I ask this is that I need to create a ranking of social tags based on their importnace w.r.t. the content. Just two ranks look insufficient.

There are two possible values: 1 and 2. Approximately 3 topics will get the value 1 and the rest will get the value 2. Topics with importance = 1 are more important then topics with value=2
